I was under the impression that most universities observe practices that encourage course shopping–it’s a time-honored method for milking students of their tuition. A former skool of my acquaintance recently instituted policies that actually prevent students from getting refunds for classes they’ve dropped so long as they’re still enrolled in other courses. Said skool, however, is more evil than most.

Color me cynical, but I wonder if the Texas practice is designed to stand in the way of partial refunds.

It’s also not clear if higher ed in Texas was firmly behind this.
